Methodology of anti-discrimination and gender expertise of educational, subject standards and EMC

This study is addressed to implementers from state authorities and local communities (lawyers, investigators, judges, prosecutors, representatives of NGOs/local activists, including organizations for the protection of the rights of persons with disabilities, mass media) on the protection and defense of the rights of women with disabilities.
The publication was developed by the NGO “Kyrgyz Association of Women Judges” within the framework of the project “InKoom - to promote fair and inclusive society in Kyrgyzstan”, implemented by the PA “Social Technologies Agency” with the financial support of the European Union.

The combined impact of coronavirus disease (COVID-19) pandemic, international economic decline, domestic instability, and regional conflict have taken a toll on the resilience of people in recent years. An estimated one-quarter of the population live below the poverty line and estimates suggest that a majority of the population are vulnerable to income poverty, with significant disparities in regional inequality and between urban-rural areas.1 A weak domestic private sector and limited investments mean labor markets cannot absorb a rapidly growing young population and the 1.1 million Kyrgyzstanis, 59 per cent of which are women, who migrate for work. Labour remittances make up 31 per cent of the country’s gross domestic product
(GDP) and are largely channeled into consumption.

It reviews how national development strategies and plans reflect the 2030 Agenda, and examines
structural causes for remaining development challenges, patterns of exclusion and vulnerable groups, as
well as latest data and data gaps with regards to the principle of “leaving no one behind, and reaching the
furthest behind first” (LNOB). Finally, it outlines some perspectives and risks for sustainable development,
and provides conclusions on how to consider the CCA Update findings and recent developments at
country level for UN programming planning in the remaining period of the current UNDAF.

Transcending in the new Cooperation Framework cycle 2023-2027, the United Nations in Kyrgyz Republic
in 2022 laid the solid foundation of enhanced cooperation and partnership with the Government, civil
society, media, private sector and all bilateral and multilateral partners. Past year marked the Transforming
Education Summit and the subsequent commitments by the Government, the spearheading of the
Mountain Agenda, enabling access to education, support to strengthening of the social protection system
and not least to say the emergency and humanitarian response to the border region with Tajikistan in the
aftermath of the escalation of violence.

In 2020, the people of the Kyrgyz Republic, like those of
many other countries, experienced the devastating effects
of the COVID-19 pandemic. The pandemic spread human
suffering, destabilized the economy and upended lives in
every city and village. In 2020, more than 81,000 cases of
COVID-19, including 1,360 deaths, were registered. As this
report is being published, the virus continues to claim lives
almost every day. The darkest days of the pandemic, that
saw the health system overwhelmed, medical personnel
exhausted beyond all limits, and official statistics for
deaths reached dozens per day in June-July 2020, may
have passed, but the pandemic is more than just a health
crisis. It has pushed many people deeper into poverty,
widened social inequality and exacerbated human rights
and gender issues.

In 2021, the UN agencies in Kyrgyzstan continued to work together demonstrating significant flexibility to emerging needs of country development priorities including response to COVID-19 pandemic, joint support to Batken Oblast in response to multiple crises and legal inventory and review process, among others. In response to National Development Strategy 2026, which reflects the country’s aspirations for the SDGs, UN agencies offered their support to the Government, effectively leveraging its comparative advantages as an impartial provider of policy advice based on international experience and good practices to provide high-quality technical expertise in specific areas discussed in the succeeding pages.

During 2021, the UN focused its efforts to increase livelihoods, support the labor market and strengthen economic opportunities and diversification, including through capacity building, access to decent work and economic strategies. The UN continued working with the government, civil society and the private sector to develop recovery plans that embraced renewable energy, sustainable business and nature based jobs and livelihoods. Integrated support to leverage business potential in green economy, agriculture, education, food processing, textiles and trade sectors helped created additional jobs, including for women.

The UN expanded its program portfolio by including emergency food assistance and cash-based transfers to extend support to poor rural and urban populations severely affected by the COVID-19 crisis.

Standard Model for Gender mainstreaming Process (Op1) is the one of the first and main results of the
project “HERo – New narratives towards a gender equal society” (EuropeAid- EIDHR – CBSS for Kyrgyzstan 2018 – 2019).
This Output gathers the results of the process of collection of good practices in the Kyrgyz area
and in Europe – which has allowed to develop the “Good Practice Collection – Report” (A 1.3) -
and the identified needs from the Focus Groups held with the target categories involved by the
project.

The purpose of this study is to identify the different forms of violence perpetrated
against women in elected public office, running for office or politically active in the public
sphere, and to make recommendations to reduce this phenomenon.
